California A.G., Torrance police reach reform agreement after racist text scandal

The California attorney general's office and the Torrance Police Department have reached an "enforceable agreement" to reform the agency following a scandal that saw more than a dozen officers exchange racist and violent text messages in which they joked about killing Black people.
